EXECUTIVE SECRETARY OF NCDMB VISITS DPR

The Executive Secretary of the Nigeria Content Development and Monitoring Board (NCDMB), Mr. Earnest Nwapa recently paid a courtesy visit to DPR.

The Executive Secretary who led his management team expressed his delight at the chance of a formal meeting with the oil and gas industry regulator and stated that the objective of the visit was to build collaboration and mutual understanding between NCDMB and DPR on what both organizations want to achieve.

He said that the visit was to share his organizations aspirations with DPR and also to explore areas of interface for the overall good of the oil and gas industry. He went further to canvass DPR's institutional support for NCDMB's programmes especially in the following areas:

* Expatriate QuotaManagement

* Downstream Operations

* Nigerian Staff Release

* Licencing and Permits

* NOGIC JQS (Joint Qualification System) etc.

The Director of Petroleum Resources, Mr.Andrew Obaje in his response commended the Executive Secretary for the collaboration initiative with DPR and stressed that there had been ongoing collaboration between both organizations informally since the inception of NCDMB.

The Director reiterated DPR's commitment to continue to work with NCDMB and assured them that their areas of concerns will be fused into DPR's vision as partners in progress to enable both organizations fulfill Government's aspirations for the oil and gas sector.

Obaje Conferred with NAPE Fellowship

DPR Director, Mr. Andrew Obaje was conferred with the NAPE fellowship award at its 3 rd Regional Deepwater Offshore West Africa Conference and exhibition, DOWAC 2010 which was held in Abuja recently.

At an impressive ceremony witnessed by participants from the oil & gas industry and the international community, Mr. Obaje was described as an outstanding geologist and has had a distinguished career, spanning over thirty years experience in the oil & gas industry with numerous accomplishments amongst which are:

•  The initiation of Niger Delta wide velocity distribution studies in the late 1980's;

•  The initiation and management of multi client seismic surveys in the Niger Delta offshore / deep offshore in the early 1980's which resulted in the invigoration of exploration activities in the Niger delta deep offshore and the discoveries of world class fields such as Bonga, Erha, Agbami, Bosi etc;

•  He effectively contributed to various international boundary negotiations between Nigeria and other African countries like Equatorial-Guinea , Ghana , Republic of Benin and Cameroun;

•  He has successfully participated actively in conducting licensing rounds for the award of oil blocks in Nigeria.

Mr. Obaje presented at the conference, a paper entitled “Regulatory Reforms of the Deep Offshore Industry in Nigeria ”, assured that he will continue to deploy his wealth of experience in the industry to create and sustain a regulatory environment that is consistent with the aspirations of government.

DPR & PPPRA Explore Areas of Cooperation

The Department of Petroleum Resources and the Petroleum Products Pricing & Regulatory Agency (PPPRA) are to forge an alliance in the areas of monitoring imported products for quality assurance and the supervision of proper evacuation of products from depots / jetties, to forestall ‘round-tripping' among others.

This was the thrust of the meeting between the two organizations when the Executive Secretary of the Agency, Mr. Abiodun Ibikunle paid a courtesy call on the DPR Director, Mr. Andrew Obaje recently in Lagos .

Ibikunle stated that his organization was facing serious challenges in the area of administering the Petroleum Support Fund, which was instituted for the administration of reimbursements to importers of products, particularly PMS. The Executive Secretary of PPPRA appealed to DPR to facilitate the installation of metering equipment in particular, at the entry point of these products so as to be able to determine the right amounts of re-imbursements that should be disbursed to each importer based on the quantity of products brought into the country.

As at the time of this meeting, meters were available only at the loading gantries, at which point it cannot be determined exactly how much of the product was imported in the first place. The Executive Secretary also wanted to confirm the periodicity of meter proofing and calibration for the assurance of efficiency.

He further appealed to the DPR to sanction the presence of PPPRA officials at the depots & jetties in order that they can join in the verification / cross referencing of figures of imported products.

In response, the Director assured the Executive Secretary of DPR's cooperation and support in the discharge of the Agency's primary tasks & responsibilities, stating that both organizations as regulatory agencies of government, owe the country a duty to ensure quality products at the right price at all times. To this end, Mr. Obaje assured that:

• Efforts would be redoubled to ensure that proper quality & adequate quantity of products are consistently made available to Nigerians through the prompt & efficient processing of import licenses

• DPR would actively pursue the possibility of a triple certification of seraphin measuring cans by DPR/SON/Weights & Measures to ensure appropriate measurement & dispensing of products to the public

• DPR would work towards a preliminary resolution for the two agencies (DPR & PPPRA) to jointly inspect cargoes at the depots, jointly certify & issue certificates (of quantity / quality) for products

• PPPRA would thenceforth get on a monthly basis, a list of marketers who were issued with import licenses. This would help guide the Agency on the issue of subsidy disbursements.

Earlier on, the Director of Petroleum Resources had used the opportunity to formally congratulate the Executive Secretary on his appointment, expressing how proud he was that one of ‘our own' had been chosen for such a strategic assignment, and wished Mr. Ibikunle every success during his tenure.

DPR Launches a Pilot Scheme for the NPMS

The National Production Monitoring System (NPMS) has finally come on stream. The objective of this project is basically to provide an online platform to accurately monitor national crude oil production and exports. The NPMS will provide a rapid and efficient electronic data collection, data base and reporting system, to replace the current paper based report.

This is achieved essentially by implementing electronic data transmission at Export Terminals (onshore and offshore) by DPR personnel, as well as at the offices of the Operators. This data is then stored in a robust, secure and centralized data base to ensure consistency and quality.

The system includes facilities for the DPR to exercise surveillance, perform production reporting, and to be able to utilize the production data for analysis and forecasting. Access to data is also available to authorized DPR personnel, operators and officers of the Ministry of Petroleum Resources in Abuja .

The NPMS project also includes two pilot exercises, where the DPR collects real-time data, at source (one land-based terminal – QIT, and one FPSO – Okwori). The objective of these pilots is to determine whether independent real-time monitoring improves the quality of surveillance, with a view to possible national rollout to all other terminals after the NPMS project completion.

The imperatives of the NPMS scheme cannot be over-emphasized, especially when viewed against the backdrop of persistent calls for a more efficient, accurate and robust surveillance of the nation's oil production and export capabilities. The underlying strength of the NPMS is to further ensure DPR's ability to accurately determine the exact revenue accruing to Nigeria from the oil and gas sector. A key benefit is that it also provides modern and reliable technology for fiscalization of crude.

Presently, the NPMS project has achieved the following;

1 Installed the Core NPMS application.

2. Conducted NPMS appreciation workshop.

3. Completed the first NPMS implementation with Chevron Nigeria Limited and Shell Petroleum Development Company.

4. Deployed a secure NPMS Portal for Data Viewing.

5. Roll-out NPMS implementation to all other operators in Nigeria .

6. Commence parallel implementation at export terminals (onshore and offshore) for generation of certificate of quantity and Hydrocarbon inventory.

7. Deployed a real-time solution at the Pilot FPSO-Okwori. The Okwori's daily production figure (oil, gas and water) are transmitted real-time to NPMS for monitoring.

At this time, the NPMS project is about to; deploy pilot real-time at Mobil's onshore facility at QIT, deploy additional software tools for analysis, surveillance and forecasting.
